The Former President's Progressive Alarm Overlooks Europe's Real Danger: Technological Decline.

The recent US national security strategy presents a misguided assessment of Europe. The document asserts that open-border policies and what it terms "progressive" agendas represent an existential threat to European civilization. Yet, this perspective rests on a serious misreading of the situation. The actual challenge confronting Europe is not cultural but technological and economic backwardness.

A Glaring Growth Divide Separating Europe and the US

The data paint a sobering picture. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry thirteen and a half percent growth for the EU. Over this period, EU GDP per capita fell from 76.5% to just half of the American figure. Remarkably, even Mississippi now has a greater average income than several leading European economies like France and Italy.

Currently, about half of the world’s top fifty technology firms are US-based, while only four are European.

The Technological Shortfall: A Critical Question

This widening disparity is driven by stronger productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of global tech dominance is overwhelmingly US-centric. Over the past fifty years, 241 US firms have scaled into enterprises valued at more than ten billion dollars, versus only fourteen in the European continent.

This disparity prompts a vital issue: In the race for future industries like semiconductors, AI, and fusion energy, what is Europe stand? Most analysts agree it is essentially a contest between two between the United States and China, with Europe starting at a significant disadvantage.

Root Causes of the Continent's Technological Lag

Several key reasons account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic system for funding startups. The EU still lacks a genuine capital markets union, which limits the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder European business. A US startup can introduce a product under a single set of laws to access a market of over 330 million. The European Union, despite a bigger population size, is divided among twenty-seven separate regimes, creating huge internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In parts of Europe, business failure was once viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Cautious Optimism

In spite of these challenges, one can find causes for hope. Policymakers are growing more conscious of the severe threat and have begun to advance substantial change. Notable reports on European competitiveness and the internal market highlight the necessity of sweeping changes.

Given appropriate incentives and rule changes, these assets might enable far greater degrees of commercial innovation.

The continent retains considerable advantages: high-quality workforce, top-tier schools and universities, and premier labs. Coupled with a vast domestic consumer base and substantial household savings, these foundations have the potential to unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in developing next-generation tech, it can still significantly boost economic output by implementing and tailoring innovations from other regions.

An Inflection Point

Europe now stands at a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". So far, the continent's slide in innovation has been gradual. But, without decisive action to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent loss of world influence.
